In Victoria, all swimming pools and spas capable of holding more than 300mm of water are subject to mandatory registration and inspection requirements under the Building Regulations 2018. A key component of this ongoing compliance framework is the Pool and Spa Compliance Certificate — a formal document issued by a registered building surveyor or inspector confirming that a property’s pool or spa safety barrier has been inspected and meets the requirements of Australian Standard AS 1926.1.

Under Victorian law, registered pools and spas must be inspected on a four-yearly cycle. Following each inspection, a compliance certificate must be lodged with the local council as evidence that the safety barrier is functioning correctly and providing adequate protection — particularly for young children, who are most at risk of drowning incidents.
If a safety barrier is found to be non-compliant during an inspection, the building owner is given a set period to carry out the necessary rectification works before a re-inspection is conducted. A compliance certificate will only be issued once the barrier fully meets the required standard.
