Owner Builder Building Approval - Overview
In Victoria, anyone wishing to act as an owner builder for domestic building work valued at over $16,000 must obtain an Owner Builder Permit from the Victorian Building Authority (VBA). To be eligible, you must own or have a beneficial interest in the land, and you can only apply for one owner builder permit per property every five years. Before the permit is issued, applicants are required to complete an approved owner builder education course, which covers key areas such as building regulations, site safety, contract management, and financial obligations.
Once the Owner Builder Permit is obtained, a building permit application must be submitted to a registered building surveyor. This requires the preparation and submission of working drawings, engineering plans, and specifications that demonstrate compliance with the National Construction Code (NCC) and relevant Australian Standards. The building surveyor reviews all documentation and, once satisfied, issues the building permit — the legal authority to commence construction.
Throughout the build, mandatory inspections are carried out by the building surveyor at critical stages, including footings, framing, waterproofing, and final completion. These inspections ensure all work is being completed to the approved plans and the required standard.
It is important to note that owner builders take on full responsibility for the quality and compliance of work carried out on site, including work performed by any trades engaged. Upon sale of the property within six and a half years of completion, owner builders are also required to obtain a Domestic Building Insurance policy to protect future owners.
