Pool and Spa Approval

The approval process begins with a building permit application, which must be lodged with a registered building surveyor before any construction commences. Your application will need to include detailed plans showing the proposed pool or spa layout, dimensions, depth, and — critically — the design of the safety barrier that will surround it. All pool and spa safety barriers in Victoria must comply with Australian Standard AS 1926.1, which sets out specific requirements for barrier height, gate mechanisms, and the maintenance of a non-climbable zone.

Once the building permit is issued, construction can begin. A mandatory inspection of the safety barrier is required upon completion, carried out by a registered building surveyor to confirm the barrier meets the required standard before the pool or spa is filled and used.

Under Victoria's pool and spa registration and inspection laws, all pools and spas capable of holding more than 300mm of water must be registered with the local council. Following registration, barriers must be inspected by a registered building surveyor or inspector on a four-yearly cycle, with a compliance certificate lodged with council after each inspection.
